Called Meeting, May 17, 2012


Mayor Hunt declared a quorum present and called the meeting to order at 5:05 PM.


Discussion & decision on alternatives regarding architect’s withdrawal from the depot floor plan project – This meeting had been called at the request of Town Clerk Proctor and with the concurrence of Mayor Hunt due to a May 15, 2012, letter from Mr. Charles McClure AIA, Principal of McClure, Nicholson, Montgomery, Architects, of Charlotte, NC. This firm contracted to provide a master floor plan for the Historic Depot museum. The letter stated in part that, due to the timing of the project and considering the very short time frame in which it had to be completed, he believed that it did “…not allow us the time needed to produce a quality master plan…” and accordingly, requested that the town cancel the contract.

This withdrawal has freed up $5,000 in STEP implementation funds which, in addition to an unobligated excess of $682, had to either be used by the end of May or sent back to the Rural Center. Accordingly, Mr. Proctor suggested that the town proceed with the “Old Bank Façade” project, and also perhaps allow Jackie Odom an additional $1,000 on her façade grant to repair her shingle awning. Mayor Hunt reminded the Board that we still need to place mulch around the new crepe myrtles.

It was the Board’s consensus that we could not now provide extra funds for a façade grant recipient that other recipients did not get. Commissioner Hunt also stated that Rocky Thompson had expressed alarm that the breaker box at the park was in such poor condition; it will take about $2,000 to replace the breaker box.

After some further discussion,

Motion by Commissioner Hunt, second by Commissioner Boyd, to replace the breaker box at the ball field, place mulch around the new crepe myrtles, and proceed with the old bank façade project; the motion carried unanimously.

Mr. Proctor opined that these three projects will draw down, if not all, then the vast majority of all unspent funds on the STEP grant. In addition, the offer from another organization to help with the bank façade was still valid.


Motion by Commissioner Hunt, second by Commissioner Boyd, to adjourn at 5:26 p.m.
